The HPP provides rent supplements (funded by BC Housing) focusing on preventing homelessness for women who have experienced abuse or are at risk of experiencing abuse. Women in receipt of HPP, meet regularly with support staff to create personal goals towards maintaining safe housing for themselves. Supplements and support services are offered up to 12 months only and as there is a limited number of supplements available, at times we are unable to process new applications.

Who is eligible for this program?
You may qualify if you belong to one of the following at-risk groups:
- youth transitioning out of foster care
- women experiencing or at risk of violence
- individuals leaving correctional facilities or hospitals
- individuals of Indigenous descent
Age requirements:
- 19 years and older: Eligible for rent supplements
- 18 years or younger: May still qualify, but you must connect with an outreach worker
What documents do I need to apply?
To apply, you will need:
- A completed HPP application form (available from the Housing Outreach Worker)
- A rental agreement in your name, or an Intent to Rent form if you are requesting a damage deposit
- The most recent 60 days of bank statements for each account
- Copy of your income statement (such as an Income Assistance or PWD statement, if applicable)
What can the program help with?
If approved, the program can assist with a range of housing-related costs. This includes rent, deposits, moving expenses, and basic home start-up items. The program can also help with transportation, storage for belongings, utility access (e.g., heat, water), and other expenses needed to secure housing, such as identification documents.
Can I keep my rent supplement if my circumstances change?
Eligibility for the rent supplement depends on your circumstances. If your income increases beyond the program’s housing limits, your supplement may be adjusted or end.
If you move to a new residence, updated documentation (such as a new rental agreement) will be required to continue receiving support. Your support worker will review any changes with you.
What if I can’t find housing right away?
If you are having difficulty finding housing, we can work with you to explore options, provide housing search support, and connect you with additional resources where available.
What happens if my application isn’t approved?
If your application is not approved, we can review other housing subsidies or community resources that you may qualify for and discuss possible next steps.
Will receiving support affect other benefits I get?
You cannot receive this rent supplement if you are already living in subsidized housing or receiving other rent supplements such as RAP, SAFER, or similar housing subsidies.
